This is the second document from the WHO Regional Office for Europe. The first one addresses concepts and principles of equity in relation to health, presented in a series of discussion papers, and should be read together with this paper (Whitehead, 1990).

The present paper aims to further develop that discussion by outlining a strategic approach to promoting greater equity in health among different social and occupational groups. It draws on the work of WHO advisory groups and associated literature listed at the back, as well as practical examples from industrialized countries where strategies have already been put into action.
